Prior to the adoption of the National Policy on Education (NPE), national and state-level institutions such as the National Council of Educational Research and Training (NCERT), the National University of Educational Planning and Administration (NUEPA), and the State Councils of Educational Research and Training (SCERTs) provided support for elementary teacher education, particularly in the area of pre-service teacher education. In accordance with the guidelines of the NPE, a centrally sponsored scheme for the restructuring and reorganization of teacher education was approved in October 1987. This led to the establishment of a third, district-level tier—District Institutes of Education and Training (DIETs)—throughout the country in all districts.
